The world has been an increasing restive place. Tensions within and among the nations continue to threaten the sovereignty and lofty traditions that the World Order has established for the benefit of all. Now, more than ever, we must all work together. TRADE. The successes we have shared together have been hard won and are now at risk. The American Dream relies on stable and open markets. For the last eight years the United States has bent over backwards to be accommodating in both trade and security matters. That behavior, unfortunately, has led to the exploitation of our friendship, and what is worse, the betrayal of long-standing traditions of trust. The sacrifices made by men and women, American and otherwise, on far flung fields and distant shores should not be diminished by the pettiness of politics and egos. We seek only equal partnership, shared mutual interests, and mutually beneficial outcomes. The World is looking to you to continue to be a lynchpin of international commerce and security. As such, the United States and our partner nations request your tangible assurances of continued cooperation in the critical areas of Commercial Exchange, Security Countermeasures, and Control of Regional Threats. These generals in your region cannot be trusted. As such, we are willing to cooperate and support your country's efforts, but you must do your part to continue the traditions of the Last Century. The United States remains vigilant as to the threats posed by all actors, state and non-state alike, and is prepared to act in accord with our laws and best interests. If for any reason you decide to raise your Tariffs, then whatever the number you choose to raise above the current percentage rate, the United States will reciprocate with the same number plus one. Never before in the history of Trade has this been deemed necessary. This Deficit is a major threat to our Economy and, indeed, our National Security!

This relationship has contributed to peace, stability, and prosperity throughout the Euro-Atlantic region over the past three decades. From Transnistria to Moldova's advances on the reform path to European Union Candidate Status, Moldova has demonstrated that with courage and determination, democracy can deliver for the people. As we celebrate 32 years of diplomatic relations, the United States remains firmly committed to supporting Moldova's sovereignty and territorial integrity, as well as its chosen path toward European integration. We commend Moldova's efforts to diversify its economy, strengthen democracy, and uphold the rule of law, despite persistent challenges and external pressures. The United States highly values its partnership with Moldova and stands ready to deepen our cooperation across all areas, including energy, cyber security, and defense, to further strengthen Moldova's resilience to regional and global challenges. Moldova has been a model of generosity in welcoming Ukrainian refugees fleeing Russia's brutal war of aggression against Ukraine. In this light, the United States supports Moldova's efforts to further deepen its ties with the European Union and advance the reforms needed to support this objective. If there is any issue you would like to raise, your Excellency, please do not hesitate to inform me, either in writing or personally during your upcoming visit to the United States. This Dedication is a key step forward in the recognition of our deepening partnership, which further strengthens the foundation of our Economy and National Security.
